Before Hatman was imprisoned in Faerie, he had the positions of Senior Tactical Advisor as well as Police and Military Liaison (and if I've gotten the titles wrong please correct me Ian). Taking on these roles took Hatman off of the field team and subsequently out of the field, although in some times of crisis Hat would pitch in.
Before this though, Hatman was the Deputy Leader of the team during Finny's first stint as leader (if memory serves). Due to Finny's fear of anything not insanely powerful and evil, it often fell to Hatman to deal with the inter-personal dynamics of the team, a role once filled by Lisa and now by Dancer (and Lisa again I guess). Hat has always been regarded as the straight man of the team, the down to earth guy. Hat was a fairly integral part of the team (which I hope isn't just me building up my character in my own head
Hatman isn't motivated by tragedy, like Batman or Spider-Man. He isn't hunted by a world that fears and hates him. Hatman is motivated by a sense of doing the right thing. He was raised with a strong sense of morals and ethics, and he puts them into practice. Hat also grew up reading comic books (but nowhere near to the extent of CSFB!) and I think it would be fair to say that had an influence on him as well. He truly enjoys using his powers to help people, and would feel remiss if he were to do otherwise. Joining with the Lair Legion fulfills a childhood fantasy of being a superhero on a superhero team.
Now, as to why Hatman is and isn't a Legionnaire. Hatman is a superhero, and a proud member of the team. However, his duties require him to be not doing what he loves most, getting out and helping people. However, as discussed between Hatman and Reverend Mac Fleetwood, Hatman has sacrificed that for the betterment of the team. So while he is still part of the Lair Legion, he does feel somewhat apart compared to when he was Deputy Leader or even just as a field team member. But one thing Hat has learned is that sacrifices need to be made and if he can be more effective ensuring the Legion don't have to deal with government red tape before they can save lives, he'll do it. It doesn't mean he has to like it though (this is fairly deep down though, on the surface he enjoys it), and that's why he may not feel like a true member of the Lair Legion.
Of course, Hat's situation is somewhat up in the air now as he was sorta dead and he'll be back soon (once UToLL numbering catches up)
