I'm not really sure why Lee is part of the LL. The way I have set up his little universe, He's not to even leave the moon or interact with the people of eath until they come up to the Library. So, by having him on the team is breaking so many IOL (Intergalactic Order of Librarians) laws that Lee might be fired (i.e. Killed) again, if the Garth (Lee's Boss) & the High Council of Knowledge (The people running the IOL) ever found out about what Lee was doing. Given that Lee & the LL are in what The IOL consider the back water section of space. A place that hold little to no important in the general scheme of the universe, according to the IOL. (Some think that's why Lee was sent out here becuase they thought he could do no harm. They were wrong.) But, Garth does have a hatred for his most rebelius of charges, so he would not have any problem killing Lee, agian.
Lee joining a team againest the wishes of The IOL is in Lee's nature (He's done it before) but he does try follow most the IOL rules. One, being that he can't leave the moon unless it's on a knowledge seeking mission. So, Lee spending much of his time in the LL's file room is not technically breaking any IOL rules but Lee going out & fighting villians like Canadian Nightmare is breaking the rules. I think (In story) HALLIE is trying to cover up where Lee is from (The Moon) from the Government ? (I think this is how that Century long war between the IOL & a planet started. The local Librarian went down & started to mingle with the people. Yadda, Yadda, Yadda, big war & the High Council of Knowledge made a new law that forbid it's Librarians' to interact with the people they were watching unless the made contact first.)
One reason, I think, Lee is on the team is becuase people wanted him there. I'd been around the message board long enough to warent one of my many characters of being an LL memeber. I didn't really want Lee there but he keep coming up as a canidate. Ian & I came up with a way that works. So, he's part of the team but not. He's an Assoiciate members!
I'd be glad to hear anyone's ideas on Lee being an Legionaire.
L!
