Actually, the Hooded Hood is one of the few villains ever depicted as actually considering this very question.
Firstly, the Hood isn't trying to take things over for amusement, so being bored or exhausted spending the rest of his conquest doing things he doesn't enjoy doesn't deter him. He genuinely believes that he can rule the Parodyverse better than any other being, and that therefore it is his duty to do so.
When the Hood actually did take over the Earth, way back around Hooded Hood Chronicles #12 or so, he spent his first time in office rectifying problems the planet faced - pollution, poverty, crime (he sees public execution as a deterrent) and so on. He made the trains run on time. In fact he'd planned what he would do after winning with the same meticulous care as he had planned his victory.
And he'd have made it too if it weren't for those darn kids.
Basically, the Hooded Hood would be 95% a great ruler, visionary (no capital), efficient, dedicated, and effective. But the 5% that's left, the ruthlessness, oppression, ego, and blindness to his own faults, are what would make him an appalling tyrant unfit to actually do the job.
Fortunately, the Hood isn't seeking to conquer the world just now, or even rule the Parodyverse. After all, he's done both those things and used his opportunities to set up the next parts of his long-term plan. Now he's aiming at bigger goals.
